Biography. Tina M. Skinner is an experienced healthcare leader serving as Program Manager for the HIV/STI/HCV Testing Program at the South Carolina Department of Health. With a strong foundation in nursing management, Tina oversees critical services that include home testing, testing education, and the Viral Hepatitis Program. She also plays a key role as co-leader of the state’s Academic Detailing Program, working to equip providers with evidence-based strategies for improving patient care. Tina’s leadership is driven by a deep commitment to public health and a passion for empowering communities through education and access to care. She believes that every individual deserves compassionate, informed, and stigma-free healthcare. Her work reflects a vision of collaboration, innovation, and integrity—ensuring that South Carolina remains at the forefront of HIV and Hepatitis prevention and treatment.
